State and federal funding grants

Carl Moyer V.I.P. Funding

This program is limited to owners/operators with fleets of 3 or fewer vehicles that have been operating at least 75% in California during the previous 24 months. The goal of the program is to reduce emissions from in-use heavy-duty trucks in small fleets by replacing older engines with Model Years 2010 (or newer) emissions compliant models.


        • Voucher amounts range from $10,000 to $60,000*.

        • The older the engine model year and the higher the yearly mileage, the larger the funding award.

        • A fleet must have log truck(s) with at least 75 percent of their operation (miles traveled or fuel consumed) over the last two years within California (partial registration for three months per year may still be eligible).



PROP 1B FunDING

Up to $50,000 of funding is available through the Prop 1B program. Applicants may apply for direct purchase, as well as lease-to-own programs. The program provides financial incentives to truck owners and operators as a strategy to reduce diesel-related emission from freight movement activities.

        • Proposition 1B refers to the Goods Movement Emission Reduction Funding Program. Prop 1B funding originated from the transportation bond approved in 2006 that included one billion dollars to fund projects that reduce air pollution associated with freight movement along California’s trade corridors ( see map). It is administered through the local air districts by the ARB.

HVIP FUNDING

A unique and streamlined program to help speed the early market introduction of clean, low-carbon hybrid and electric trucks and buses.

        • The California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is a unique and streamlined program to help speed the early market introduction of clean, low-carbon hybrid and electric trucks and buses. HVIP accomplishes this by addressing the biggest barrier to the purchase of medium- and heavy-duty hybrids: the high incremental cost of these vehicles in the early market years when production volumes are still low. All fleets are eligible, whethery they're public or private, large or small.

Company Qualifications:

  • 100 or less employees

  • 10 or less trucks. If a company has 10 trucks they can qualify for one more loan under this program for as many trucks as they want up to the ceiling of $2,500,000 in total loans.

  • $10 million or less in revenue (this is an average of the last three years).

  • May be located out of the state of California, but must conduct more than 50% of their business in California.

  • $2,500,000 limit per customer in three year period.

Truck Qualifications:

  • Must be on road

  • 14,000 lbs or greater

  • 2007 engine compliant in California

  • Can be used with Proposition 1B grant funds

  • VIP – Voucher program can be used in conjunction

Bus Qualifications:

  • Must be on road

  • 14,000 lbs or greater

  • 2007 engine compliant in California

53 feet or longer can be enrolled if purchased in conjunction with a 2007 compliant engine
